(1) According to the instructions of the Speaker, the Secretary General or in his absence the Secretary shall prepare the agenda for each day of the meeting and a copy thereof shall be provided to the members and the Parliamentary Party office usually one day in advance. But in special circumstances, according to the instructions of the Speaker, an agenda can be prepared one hour before the meeting and a copy of it can be provided to the members.
(2) Except as otherwise written in these regulations, no matter that is not on the agenda of any day can be discussed on that day without taking the permission of the Speaker.
(3) Unless otherwise ordered by the Speaker, any work requiring notice shall not be placed on the daily agenda until the specified period and other procedures are completed.
